I found the problem, I didn't define AVERAGES in the .h file, after defined it the model run and creates the averages outputs.

Thank you, Arango and Kate; I had a problem restarting my model in the past, so I tried running the model once time.

Hello! If the area is very shallow the problem can be the heat flux, you can try use the forcing and Qcorrection instead of Bulk Fluxes. I had a very similar problem in a shallow domain, the temperature was very high or very low.
