Is there any way to include River discharge in ROMS ?

you need to define
TS_PSOURCE for salinity and/or temperature sources/sinks
and/or
UV_PSOURCE for mass sources/sinks
due to river runoff.
You can either add discharge data analytically (in analytical.F) or writing a full NetCDF forcing file. You can find examples on how to write such a river forcing file in the "matlab" package at
https://www.myroms.org/index.php?page=Processing
