Test Cases Error

Dear friends,
I am new to ROMS and there is a problem encountered when I was trying to do the build.bash Upwelling Cases according to the WIKI ROMS.
When I type ./build.bash in the Cygwin Commmand windows, error popped out :
./bin/sh -c Command not found
I did what the website asked to do, but the error still occurs, could anyone help me out? I'd appreciate that!
