problem of COAWST's JOE_TCw

i have compiled the JOE_TCw by pgi, the results is "-------- Finished compiling WRF ------------", but the output BINDIR "coawstM" seems not correct, here is the coawst.bash and coawst.log, can someone help me, thanks.
