runoff datasets

For getting the runoff forcing (make_runoff), its datasets are needed.
Are they accessible as a unit package to be downloaded?

Which ROMS is this and which make_runoff are you talking about? The trunk Rutgers code doesn't support RUNOFF as a viable forcing term. To me it means applying incoming rivers as a second rain-like field. Is that what it means to you? There's a global Dai and Trenberth dataset for a range of years, ending around 2006. What are your time and space scales?

Yes, as you said it is "applying incoming rivers as a second rain-like field". There is a major river (Karoon) which flows into the Persian Gulf. Dai and Trenberth global river flow dataset must be the case.
