Pair Forcing

Hello!! I would like to know how the Pair is taken into account into the Roms model. What I know is that this Pair is taken into account when computing the net heat flux using bulk formulations. But, is the Pair included directly in the momentum conservation equations? The fact is that I would like to model the free surface elevation induced by an atmopheric pressure gradient. Is it possible to use roms 2.2 to simulate this? I would really apreciate your answer.
