The version I am using is: Ubuntu,
Release: 14.04.1 LTS
Codename: Lucid
Is this capable to download ROMS model on it?
If yes, please advise me how can I download and install ROMS, then start to work on.

Yes, you can install and run ROMS on Ubuntu. Please see the manual as above. The key to this business is to get in there and try things - you won't be killing puppies even if nothing works.
