Forcing a turbulence spectrum

Dear community,

I would like borrow your brains for a moment.
Although I am guessing that this is out of ROMS' capability scope, I was wondering if there would be a way, given a small-enough time step and a large-enough number of iterations, to impose a turbulence spectrum (i.e. Von-Karman like-spectrum) as a forcing input to the model?
