Parameters 'Km', 'Kc' y 'Am'

I'm a beginner with ROMS model.
Please, could you help me?
In which file are founded, are calculated or entered the values:
'Km' Vertical viscosity coefficient
'Am' Horizontal viscosity coefficient
'Kc' Vertical diffusivity coefficient

I know these settings are used for turbulent closure.

Are these important when changing resolutions of the grid?
Can I change these values?
