new DIAGNOSTICS options need new varinfo.dat

If, like me, you customize varinfo.dat for specific applications (because you have non-default units or variable names for some forcing inputs) then be aware that after an svn update for version 407 you need to update your varinfo.dat (if activating DIAGNOSTICS_UV or DIAGNOSTICS_TS).

This is pointed out in the release note for 407 https://www.myroms.org/projects/src/ticket/407 - which just goes to show why we should all quickly READ those release notes as they come out. Sorry Hernan.
