ROMS 3.2 Released

ROMS/TOMS 3.1 Tagged, 3.2 Released

The latest version of the :arrow: ROMS/TOMS svn repository, revision 338, was frozen and tagged as ROMS 3.1. This version is quite stable. Then, the current trunk revision becomes ROMS/TOMS 3.2 and is now open for further developments and updates. The major developments and improvements as documented below.
