The idea is to radiate waves rather than reflect them as they approach the boundary from the inside. Not just waves either, but things like the Gulf Stream which move around based on their internal dynamics - you want them to exit cleanly without you having to set the outflow boundary condition - because you don't know where they will be tomorrow.
