How to use BULK_FLUXES as mass flux

I'm trying to reproduce a Mediterranean Hydrological Cycle but i
realized that ROMS use the bulk fluxes only to modify the thermodynamic
variables. The E-P term is not used as a mass flux on the ocean and i
think that it can be necessary to modify the ROMS code in order to have the sea surface (and the ocean volume) influenced by E-P term.

some questions..

Has anybody something done in this regard? any suggestions?
Do you think that this kind of consideration can be important in any other applications?
Are there any side effect if the mass flux from E-P is considered?

All I know is that Ray-Qing Lin once told me that if you do it,
be very very careful or you'll get it wrong, leading to bizarre
effects.
