I am going to run ROMS on a server in my university.
As I understand, there was a student before who was working on ChesRoms. The cluster has ChesRoms 1.1 and ROMS 3.0.
ROMS 3.0 does not have build.bash and build.sh or some tests.
Do I need to ask them to install anything more?
Could I use this package for other regions than Chesapeake bay?
As I know, the latest version of the ROMS is ROMS 3.5. Is it better to be
upgraded to ROMS 3.5 or the existing version is fine for us?
If ROMS 3.0 is fine,how can I use it without build.bash?

If you are going to be asking us about how to do things, you would be better off running something similar to what we are running. Please download a new version which will include build.bash.
The build system is described on the ROMS wiki in the Compiling and Linking section, including everything you never wanted to know about make.
