I think you should review the straits that communicate with the Sulu Sea. At 1/12 resolution and rx0 max of 0.2 I suspect you are strongly reducing the sectional area of the straits (and hence the tidal transports). I suggest you focus on the South China Sea. Fix that and the Sulu Sea might be OK. Sulu Sea tide is just the tail; SCS is the dog. Note you have no phase progression across SCS. Could it be too deep?
